В первый год он следует обычаям народа; во второй год он использует их достойных людей;42 в третий год он позволяет народу сохранить то, что он получил; в четвертый год он издает приказы и распоряжения; [в пятый год он исправляет их наказаниями; в шестой год] народ благоговеет и уважает; в седьмой год он может совершать карательные нападения43.
Если в первый год правитель будет следовать обычаям народа, то он будет знать их стандарты. Если на второй год он использует [их достойных людей], народ приложит свои силы. Если в течение трех лет не будет налогов, 44 то народ сохранит то,что он получил. Если в четвертом он издаст приказы и повеления, народ будет благоговеть и почитать. Если в пятом он исправит их наказаниями, то народу не повезет.45 Если, в шестом году… Если [в седьмой] год, когда они смогут совершать карательные атаки, то они победят сильных врагов.
Обычаи следуют за сердцами людей. Достойные любят их и заставляют усердно трудиться.4. [Чтобы они могли сохранить] то, что они получили, покончите с запретами и ослабьте налоги на барьерах и на рынках. Приказами и командами соедините их в группы по пять и десять человек, отбирайте и тренируйте их в соответствии с их различиями в компетентности. Исправлять их наказаниями означает, что преступления, заслуживающие смерти, не прощаются 49. . То, что они могут быть использованы для карательных нападений, означает, что люди умирают из чувства долга.
Если будут обнародованы приказы и команды, они неизбежно соберутся и последуют за своими начальниками (?),52 будут одного Дао и иметь одно сердце; когда [начальники] и подчиненные не осуждают друг друга,53 у людей не будет злого умысла, и только после этого они смогут защищаться и сражаться.
Когда изданы приказы и повеления, то им неизбежно будут повиноваться из-за обычаев;54
что мужчин и женщин побуждают к труду из-за любви; что правитель движет ими или держит их в покое, и все люди повинуются из-за своевременности;55
что, когда они получают награды, они не испытывают особой привязанности, а когда они терпят наказание, они не питают обиды, это из-за уместности;56
что существуют различия между благородными и низменными, это из-за градаций между достойными и никчемными.;
то, что типы одежды не нарушают кодексов друг друга, объясняется рангами благородных и низменных.
Когда в государстве не хватает разбойников и убийц, не возникает клеветы и лжи, а у народа нет развращенных сердец, то это потому, что достаточно пищи и одежды и неизбежны калечащие наказания и штрафы58.
Те, кто защищается, чтобы сохранить излишек, не могут быть уничтожены.
Те, кто нападает из-за недостаточности, сами будут атакованы в свою очередь.
У Небес есть времена года для жизни и смерти;
у государств есть политика для жизни и смерти.

полагаться на Небесное время убийства, чтобы нападать на умирающих, называется Ву (Воинственность).
Когда будут выполнены и [Узор Крыла], и смертность Ву, тогда мир будет следовать и повиноваться.
Основа Человека лежит в Земле.
Основа Земли лежит в приспособлении;
производство через приспособление лежит в временах года;
использование времен года лежит в людях;
использование людей лежит в силе;
использование силы лежит в регулировании.
Когда пригодность Земли будет известна, дождитесь подходящего времени года и затем сажайте.
Если для их использования будет использоваться регулирование силы народа, то будет произведено богатство.
Если налоги имеют правила,6′ тогда люди будут богаты; если люди богаты, у них будет чувство стыда.
Если у них есть чувство стыда, то приказы и распоряжения завершат обычаи и запреты против преступлений, заслуживающих уродливых наказаний и штрафов, не будут нарушены.
Если приказы и команды завершают обычаи, а запреты на преступления и штрафы не нарушаются, то это Дао стойкой защиты и победы в битве.
Законы и меры – это воплощение исправления.
Тот, кто способен управлять посредством законов и мер, не может быть дезорганизован.
Тот, кто способен провозглашать законы и меры, не может быть дезорганизован.
Быть квинтэссенцией,
общественным духом,
без личных предубеждений,
иметь надежные награды и наказания-вот путь к управлению.
[Чтобы уменьшить]62 суровые наложения, регулируйте налоги, а не отнимайте у людей соответствующие времена года: тот, кто управляет так, будет в безопасности.
Если вы не будете вести себя как отец, вы не сможете использовать сыновей.
Если вам не хватает силы матери, вы не сможете в полной мере использовать силу народа.
Когда совершается поведение, приличествующее отцу или матери, тогда это-сила Неба и Земли.
Когда эти три действия будут выполнены, тогда дела будут завершены.
Если вам удастся собрать местных магнатов и храбрецов всего мира, то подготовка к обороне будет готова.
Если вы тщательно исследуете Дао Вэнь и У, тогда мир подчинится.
Когда повеления и приказы будут согласованы в сердцах людей, тогда они будут подчиняться приказам.
Когда есть всеобщая любовь и нет частных предубеждений, тогда люди будут чувствовать близкую привязанность к своим начальникам.
In the first year he follows the people’s customs; in the second, he uses their worthy men;42 in the third year, he lets the people keep what they have obtained; in the fourth, he promulgates commands and orders; [in the fifth, he corrects them with punishments; in the sixth,] the people are awed and respectful; in the seventh, they can make punitive attacks.43
If, in the first year, the ruler follows the people’s customs, then he will know their standards. If, in the second year, he uses [their worthy men], the people will exert their strength. If, for three years, there are no taxes,44 then the people will keep what they have obtained. If, in the fourth, he promulgates orders and commands, the people will be awed and respectful. If, in the fifth, he corrects them with punishments, the people will not be lucky.45 If, in the sixth year… If, [in the seventh] year, when they can make punitive attacks, then they will conquer strong enemies.
Customs follow the hearts of the people. The worthy love them and make them work hard.4* [So that they may keep] what they have obtained, do away with47 the prohibitions and relax the taxes at the barriers and in the markets. By orders and commands, link them into five- and ten-man groups48 and select and train them according to their distinctions of competence. To correct them by punishments means that crimes that warrant death are not pardoned49. . .That they may be used for punitive attacks means that the people die out of a sense of duty.50
If orders and commands are promulgated, inevitably they will assemble51 and follow their superiors (?),52 be of one Dao and have the same heart; when [the superiors] and inferiors do not censure each other,53 the people will lack evil intent and only after that can they defend and fight.
When orders and commands have been promulgated, that they will inevitably be obeyed is because of customs;54 that men and women are urged to labor is because of love; that the ruler moves them or keeps them quiescent, and all the people obey is because of timeliness;55 that, when they receive rewards, they have no special affection and, when they suffer punishment, they harbor no resentment, is because of appropriateness;56 that there are distinctions between noble and base, is because of the gradations between the worthy and the worthless; that types of clothing do not transgress57 each other’s codes is because of the ranks of noble and base.
When the state lacks robbers and murderers, slanders and lies do not arise, and the people do not possess depraved hearts, it is because food and clothing is sufficient and mutilating punishments and fines58 are inevitable.
Those who defend to keep a surplus cannot be eradicated. Those who attack because of an insufficiency will themselves be attacked in turn.59
Heaven has seasons for life and death; states have policies for life and death. To rely on Heaven’s season of life to nourish the living is called Wen (Patterning); to rely on Heaven’s season of killing to attack the dying is called Wu (Martiality). When both [Wen patterning] and Wu martiality are carried out, then the world will follow and obey.
The basis of Man lies in Earth. The basis of Earth lies in appropriateness;80 production through appropriateness lies in the seasons; the use of the seasons lies in the people; use of the people lies in strength; use of strength lies in regulation. When the appropriateness of the Earth is known, wait for the proper season and then plant. If regulation of the people’s strength is used to employ them, then wealth will be produced. If taxes have rules,6‘ then the people will be wealthy; if the people are wealthy, they will have a sense of shame. If they have a sense of shame, then commands and orders will complete customs and prohibitions against crimes deserving mutilating punishments and fines will not be transgressed. If orders and commands complete customs, and prohibitions against crimes and fines are not transgressed, then that is the Dao of defending stoutly and conquering in battle.
Laws and measures are the epitome of rectification. He who is able to govern by means of laws and measures cannot be disordered. He who is able to promulgate laws and measures cannot be disordered. To be quintessential, public-spirited, and without private bias, and to have rewards and punishments reliable is the way to govern. [To reduce]62 harsh impositions, regulate taxes, not take the proper seasons away from the people: he who governs so will be safe.
If you fail to behave as a father, you will not acquire the use of sons. If you lack the potency of a mother, you will be unable to make full use of the people’s strength. When conduct befitting a father or a mother is performed, then that is the potency of Heaven and Earth. When the three63 are performed, then affairs will be accomplished. If you are able to gather the local magnates and the bravoes of the world, then preparations for defense will be readied. If you inquire carefully into the Dao of Wen and Wu, then the world will submit.
When commands and orders are harmonized in the hearts of the people, then they will obey orders. When there is universal loveM and no private bias, then the people will feel close affection for their superiors.
