Дао войны нынешнего поколения три: есть те, кто действует ради выгоды; те, кто действует из праведности; и те, кто действует из гнева.
То, что подразумевается под действием ради выгоды, таково: правитель видит … голод, государство не отдыхает, начальники и подчиненные не соответствуют друг другу, 36″ однако правитель поднимает солдат и причиняет им страдания.
Хотя в этом нет большой выгоды, но и большого вреда от этого тоже нет.
Правитель нападает на беспорядочных и запрещает мятежных, возвышает мудрых и избавляется от никчемных-вот что подразумевается под праведностью. [Праведность] – это то, за что умирают массы.
По этой причине, используя одно государство для нападения на мир, что господь [из] государства десяти тысяч колесниц … 369 надеясь не начать с этой праведности, редко может закончить ее 370 не потому, что ему не хватает постоянства сердца, но потому, что, когда вещи достигают предела, они возвращаются.
Под действием гнева подразумевается следующее: хотя сердце правителя гневно, он не только способен гневаться, но и его гнев должен иметь что-то, на что он должен действовать.371
Когда он намеревается достичь своих целей, ему не хватает средств для их достижения, и он также начинает находиться в оппозиции к Дао. Это не Дао. All366 states that have armories and store weapons167 in every case possess a Dao of warfare. The Dao of warfare of the present generation are three: there are those who act for profit; those who act out of righteousness; and those who act out of anger.
What is meant by acting for profit is: the ruler sees . .. famine, the state is not at leisure, superiors and inferiors do not match each other,36” yet the ruler raises soldiers and causes them misery. Although there is no great profit, yet there is also no great harm from it.
What is meant by acting for righteousness is: the ruler attacks the disorderly and prohibits the rebellious, raises the wise, and gets rid of the worthless: that is what is meant by righteousness. [Righteousness] is what the masses die for. For that reason, when using a single state to attack the world, that the lord [of] ten thousand chariot state . . . ,369 hoping not to start from this righteousness, rarely is able to end it370 is not because he lacks constancy of heart, but because when things reach the limit, they return.
What is meant by acting out of anger is: although the ruler’s heart is angry, it is not only that he is able to be angry, but his anger must have something to act on.371 When he sets out to accomplish his ends, he lacks the means to achieve them, and also he begins to be in opposition to the Dao. That is not Dao.
The success of action in accordance with the Dao derives from its inevitability.372 If it derives from inevitability, then it is hmitless. Therefore to … is to expand (?)373; to prohibit is to force. For this reason one may carry out the Dao everywhere without cease.374
